    Lowell E. Rowe, Jr., 60, of Kitts Hill, OH passed away suddenly March 16, 2016 at King’s Daughters’ Medical Center, Ashland, KY.  He was born December 21, 1955 in Dayton, OH, the son of the late Sr. Master Sgt. Lowell (Jim) Rowe and Anna Evelyn Harper Rowe of Kitts Hill, OH.  He was the grandson of the late Alvin and Daisy Harper and Robert and Jennie Mae Rowe, all of Lawrence Co., OH.  Lowell was a 1973 graduate of Dover High School, Dover, DE.  He, along with his father was active in the Middle Co. Assist Team, a volunteer organization of CB/Ham Radio operators dedicated to public safety and emergency communications.  He also worked at Magnum Electric and was a member of Mamre Baptist Church.  In addition to his mother, he is survived by his sister and brother-in-law, Ellen Y. and Thomas Witten of Chesterfield, VA; two nephews, Pfc. James Tanner Rush and wife, Mary of Colorado Springs, CO and Chase Rush of Dover, Delaware; four aunts, Mary Myers of Columbus Ohio, Glenna Harper of Ironton, Ohio, Wilma Moore and Helen McIntyre of Kitts Hill Ohio; and many cousins.  Funeral services will be 2 pm, Saturday, March 19, 2016 at Slack and Wallace Funeral Home, South Point, OH with Pastor Ryan McKee officiating. Burial will follow at Oakland Cemetery Kitts Hill.
